The United States has been building up, especially The UAE for a very long time to specifically be that for them in the region, in The Middle East and North Africa. To be sort of their management company, to manage American interests in Middle East and North Africa on their behalf. America didn't build you up to do that, but now that you have this ability to manage the interests of other powers, you're offering your services to Russia and China, which The United States doesn't really care for.
