Both Israel and Hamas need violent conflict to justify their existence

The perpetuation of asymmetrical violent confrontation with Palestinians is a central feature of Israel's survival strategy, And pretending or appearing to pose a threat to Israel is a central feature of Hamas' survival strategy. So there's a kind of tacit agreement between Israel and Hamas that both of them will pretend that Hamas poses an existential threat to Israel. Israel is really the only country in the world that can only exist by means of real or imagined existential threat. Hamas attacks do minimal damage, but guarantee Israel maximum economic benefits in the future. And Israel's attacks guarantee maximum damage and increased economic punishment for the Palestinians in the future.
